Hong Kong issues arrest warrants for six overseas democracy activists including US citizen, state media reports - CNN

The six include United States citizen and resident Samuel Chu and Nathan Law, a former Hong Kong lawmaker and prominent pro-democracy campaigner who fled the city and is now living in London, according to the report.
The issuing of the warrant appears to mark the first time that authorities have used the new national security law, imposed by Beijing on June 30, to target activists based outside of the city.
The law criminalizes secession, subversion, terrorism and foreign interference, and it applies to offenses committed "outside the region" by foreigners who are not residents of Hong Kong or China.

Chinese state broadcaster CCTV reported that the six are wanted on suspicion of inciting secession and colluding with foreign countries, but did not give any further details. In response to a CNN request for comment, a Hong Kong Police spokesperson said the "police do not comment on media reports"
US national Chu, who is the managing director of the Hong Kong Democracy Council, a Washington DC-based advocacy group promoting freedom and autonomy for Hong Kong, appears to be the first non Hong Kong citizen to be targeted under the new security law.
In a twitter post Friday, Chu said in ordering his arrest, China was effectively targeting a US citizen for lobbying his own government. "I might be the 1st non-Chinese citizen to be targeted, but I will not be the last. If I am targeted, any American/any citizen of any nation who speaks out for HK can-and will be-too, said Chu. "We are all Hong Kongers now," he added.
According to Chu's biography, he has lived in the US as an American citizen for 25 years. In a statement posted online, the United States China Commission, a congressional-executive body that monitors human rights and the rule of law in China, called on the Hong Kong government to repudiate the warrant and for the United Nations to begin urgent talks on the national security law and the deteriorating human rights conditions in Hong Kong.
The Hong Kong government has defended the law as necessary to protect national security, and promised that it would only affect a tiny number of people.
"The national security law is a crucial step to ending chaos and violence that has occurred over the past few months," Carrie Lam, the city's chief executive, said in July. "It's a law that has been introduced to keep Hong Kong safe. The legislation is lawful, constitutional and reasonable."
The announcement of the arrest warrants comes after Hong Kong disqualified 12 pro-democracy candidates from standing in now postponed legislative elections, including pro-democray leader Joshua Wong.
On Friday the Hong Kong government announced the poll, that was set to take place in September, would be delayed for one year citing concerns over the city's continuing coronavirus outbreak. However, activists have claimed the government is using the pandemic as an excuse to postpone the election to avoid a potential loss.
In recent weeks, several countries have suspended their extradition treaties with Hong Kong, including the United Kingdom and Australia. On Friday, Germany joined that list following the city's decision to postpone elections, according to German Foreign Minister Heiko Maas.

Who are the wanted activists?

Law, the former lawmaker and democracy activist who was a leader of the 2014 Umbrella Movement, said on his Facebook page, "I have no idea what is my 'crime' and I don't think that's even important. These are trumped-up charges. Perhaps, in the end, the answer is that I love Hong Kong too much."
Law fled Hong Kong for London shortly the national security law came into effect, saying he left for his safety but pledged to continue to fight for the territory's democratic future. He was elected as a lawmaker in 2016, but was disqualified from office by Hong Kong courts after Beijing enacted a rarely-used power to "reinterpret" the city's constitution.
Law said that since leaving Hong Kong he has had to "sever" his relationship with his family.
"I was prepared when I left Hong Kong to be in exile; but this becoming a reality still disappoints, incapacitates, and frightens me. Indeed who can enjoy freedom from fear in the face of China's powerful political machine?" he said on social media. "What we can choose is how to respond to this fear: For me, it's with action."

Other activists targeted include Simon Cheng, a former employee of the British consulate in Hong Kong who was granted asylum in the United Kingdom after alleging that he was tortured in China and interrogated by secret police about the city's pro-democracy protests, and Hong Kong pro-independence activists Ray Wong, Honcques Laus and Wayne Chan.
Wong, who was granted asylum in Germany in 2018, said on his official Twitter account that he "no longer advocate(s)" for Hong Kong's independence from mainland China and has not said anything relating to independence since the implementation of the national security law on July 1.
Wong accused the Hong Kong government of applying the law retroactively, saying "The only reason why I was sought for 'incitement to secession and collusion with foreign forces ' must be based on my activities before the NSL is in force."
The city's leader Lam and other Hong Kong officials have repeatedly said the law will "have no retrospective effect."
Laus, who said in a Facebook post that he is in the UK, called the arrest warrant "political persecution" and said he will "continue to express my political opinion freely." He called on the international community to "impose sanctions" on the Hong Kong and Chinese governments, including Chinese President Xi Jinping.

HONG KONG (Reuters) - Chinese state television said on Friday that Hong Kong authorities had issued arrest warrants for six pro-democracy activists who fled the city and are suspected of violating a national security law that came into effect on June 30.

CCTV said the six were wanted on suspicion of secession or colluding with foreign forces, crimes that the new law punishes with up to life in prison.

It named the six as Nathan Law, Wayne Chan Ka-kui, Honcques Laus, Samuel Chu, Simon Cheng and Ray Wong Toi-yeung.

Hong Kong police declined to comment.

Wong said he believed the move showed that the Chinese government was afraid of the advocacy work of Hong Kong activists internationally, and wanted to pressure them.

“I think they want to cut off our connection with people in Hong Kong ... it will make people fear that they may violate the national security law by contacting us,” Wong told Reuters by phone from Britain.

Nathan Law, who is currently also in Britain, remained defiant. He said on Facebook the “wanted bulletins”, recent arrests, and mass disqualifications of pro-democracy activists from a now-delayed election are “indications of our need to remain active on the global stage.”

“That Hong Kong has no place for even such moderate views like ours underscores the absurdity of Chinese Communist rule.”

China imposed the contentious law on its freest city around one month ago, circumventing the local legislature, a move condemned by some Western governments, rights groups and activists in the territory.

Several countries have since suspended their extradition treaties with Hong Kong, including Britain, Australia, and most recently Germany, as a possible safeguard against attempts to use the national security laws to round up activists abroad.

“We have repeatedly made our expectation clear that China lives up to its legal responsibilities under international law,” German Foreign Minister Heiko Maas said on Friday just after Hong Kong leader Carrie Lam postponed an election by a year.

Several have also offered Hong Kongers an expedited path to full citizenship

Critics of the law fear it will crush freedoms in a city that is a world financial hub, prompting some to flee overseas.

“For me, the situation faced by Hong Kongers is even more dangerous than what I face. I can’t think too much about my personal safety,” Wayne Chan, a pro-independence activist, told Reuters by phone from an undisclosed country.

Supporters say the security legislation is needed to restore stability and order to the former British colony after a year of sometimes violent anti-government protests.

Six former Houston police officers indicted in botched drug raid that left two dead - NBC News

A grand jury on Thursday indicted six former Houston police officers with a total of 17 counts for their roles in a botched January 2019 drug raid that left a couple dead.

The Jan. 28, 2019, raid came under scrutiny after police alleged then-officer Gerald Goines, who was shot during the raid, lied in a search warrant that a confidential informant had bought heroin at the home. Goines later acknowledged there was no informant and that he bought the drugs himself, authorities said.

His partner at the time, Steven Bryant, 46, is accused of providing false information in a report after the raid that supported Goines' story about a confidential informant.

Killed in the shooting were 58-year-old Rhogena Nicholas and 59-year-old Dennis Tuttle and their dog. Their family and friends have continuously dismissed allegations that the couple sold drugs. Police found small amounts of marijuana and cocaine in the home but no heroin. During the raid, four officers were shot and wounded, and a fifth injured his knee.

Goines had previously been indicted on charges of felony murder and tampering with government records. He was indicted on additional felony counts Thursday. The felony murder charge carries a life sentence.

The district attorney's Friday statement said that hundreds of defendants arrested by Goines have been notified that there may be problems with their convictions. The defendants have been provided court-appointed lawyers.

Bryant had previously been indicted on charges of tampering with government records.

Three former supervisors and a former senior police officer were also indicted on felony charges Thursday.

"The charges stem from allegations that include using false information to get judges to sign search warrants; falsifying time sheets, putting false information in offense reports and falsifying government documents to steal," according to a statement released by Harris County District Attorney Kim Ogg's office Friday.

“These indictments reinforce our decision to prosecute the graft, greed and corruption in this troubled Houston Police division,” Ogg said. “We look forward to presenting all of the evidence in a courtroom to a jury and the people of Harris County.”

The six officers were initially charged on July 1.

Goines' attorney said the indictment was inconsequential. "There is no new information here," Nicole DeBorde told NBC News. "This time Ogg's announcement is just another opportunity for her to talk to the press about the same thing — not a shred of new information has come out."

"Mr. Goines has been fully compliant with all court orders and is still under house arrest and undergoing corrective surgeries after being shot in the face during the Harding Street investigation," she added, referring to the raid.

Bryant's attorney did not immediately respond to a request for comment. Goines and Bryant were relieved of duty after the shooting and later retired.

Six 'LGBT-free' towns in Poland lose E.U. funding - NBC News

The European Commission rejected funding for six Polish towns that declared themselves to be "LGBT-free,” a growing local trend where municipalities issue resolutions declaring themselves unwelcoming toward lesbian, gay, bisexual and transgender people.

“EU values and fundamental rights must be respected by Member States and state authorities,” European Union Commissioner for Equality Helena Dalli wrote in a tweet announcing the rejection.

A European Commission spokesperson told NBC News in an email that the commission would not name the six towns, but said there is “a fundamental principle of equality of treatment that is at the heart of our selection processes.”

The decision means these six undisclosed towns’ applications to “twin” with other European Union cities — similar to “sister cities” in the United States — were rejected. Applications can unlock up to 25,000 euros in funding for conferences and other group-building activities.

“Our treaties ensure that every person in Europe is free to be who they are, live where they like, love who they want and aim as high as they want,” European Commission President Ursula von der Leyen tweeted. “I will continue to push for a #UnionOfEquality.”

The issue of LGBTQ rights has recently divided Poland.

Earlier this month, conservative president Andrzej Duda was re-elected by a razor-thin margin with 51 percent of the vote. Duda campaigned against LGBTQ equality, promising that gays would be prohibited from marrying and that LGBTQ issues would be banned from school curricula.

Other cities in Western Europe have already canceled their “twinning” agreements with Polish “LGBT-free” towns prior to the European Commission’s recent rejection.

Polish Justice Minister Zbigniew Ziobro called the rejection "unlawful," urging for a reversal from the E.U. Commission and arguing that the views of all citizens should be respected by the E.U.

The trend began in March 2019 when small towns passed resolutions declaring themselves free of “LGBT ideology.” Since then, dozens of towns have followed, and now roughly a third of Poland’s population lives in these municipalities.

Poland’s “LGBT-free zone” movement has already caused international waves. Last year, under pressure, Carnegie Hall canceled an event linked to a Polish magazine that first circulated “LGBT-free zone” stickers in its July 2019 issue.

SHIRLEY – Maplewood Manor, the Holden homestead on Horse Pond Road, has stood since 1750, according to Historic Commission records and its listing in the Massachusetts Cultural Resource Information System.

With later additions dating back to 1900, the result is an eclectic mix of architectural styles – Greek Revival, Italianate, Victorian — and “composite” building materials, including a brick, fieldstone and granite foundation.

Family members now plan to demolish the old house, which they say is unstable and can’t be restored, hoping to build a new one in its place that will look as much like its predecessor as possible and may even incorporate architectural details salvaged from the original structure, such as period door brackets.

Enter the Shirley Historical Commission/Shirley Center Historic District Commission, which at a public hearing earlier this month invoked the town’s demolition delay bylaw, effectively putting the Holden family’s tear-down plans on hold for the next six months.

According to Commission Chairman Paul Przybyla, imposing the bylaw buys time for the commissioners – and other interested parties, including neighbors in the historic district who have expressed reservations about the proposed rebuild – to come up with an alternative plan that would preserve the old house, which stands just a few feet off the road and adjacent to the historic Center Cemetery, where many Holden family ancestors are buried.

As for the rebuild, there are even more hurdles facing the builder, David Holden.

Besides the ongoing Historic Commission review, the review process will continue through several other town boards, including the Conservation Commission, Zoning and Planning boards and the Building Dept. The building commissioner gets the final say on whether the new house proposed for the site meets building codes or not. Building Inspector Butch Farrar has warned him that building codes must be met, period. “He told me it’s basically pass/fail,” Holden said. “Close doesn’t count.”

At the hearing’s second session earlier this month, David Holden laid out his plans for the new house and fielded questions from the commissioners and others in the audience, including concerned neighbors.

Gordon Chase, one of several Holden family members and stakeholders, said they plan to tear the house down in any case, rather than let it continue to deteriorate.

His mother, Mary Holden Chase, and her brothers, Robert, David and Harley Holden, grew up in the home, Chase said.

“We want to keep it in the family,” he said of the property, noting that the Holden line dates back to the founding of the town in the 1700’s.

So does the original house, which has to come down, he said. In its place, his cousin David aims to build a sturdy new structure that will stand for another century and beyond. “We had hoped some of this would be grandfathered,” he said, referring to building codes, and other regulations the new house will have to adhere to that the old one did not.

“The rules have changed…” he said. Which could be an understatement, given that just about every feature and fixture in the old house is out of sync with 21st century rules, from foundation to roof line and including its distance from the road. The current set-back is 40 feet, while the old manor stands just a few feet back.

The rebuild proposal was a joint decision, Chase said. “The family has been debating…for six months.”

In a later phone conversation, Chase told the Nashoba Valley Voice more about the family’s history in town and more than a little about the current generation’s purpose in proposing this rebuild.

He noted the many contributions the Holden family has made to the town, including setting aside 120 acres near the homestead in a permanent conservation restriction.

Owned by a family trust, Holdenwood has well maintained trails and landscaping and hosts the annual Holdenwood Run, a popular event and fundraiser for the Ayer Shirley Regional School District.

The European Union has denied funding to six Polish towns that declared themselves to be “LGBT-Free Zones.”

In announcing the decision on Thursday, the European Commission said it was affirming that the union stands for equality for all people.

“EU values and fundamental rights must be respected by Member States and state authorities,” European Commissioner for Equality, Helena Dalli, wrote on Twitter.

“This is why six town-twinning applications involving Polish authorities that adopted ‘LGBTI free zones’ or ‘family rights’ resolutions were rejected,” she added.

The towns, which have not been identified, had applied to join the European Union’s twinning program, which links towns together “to guarantee peaceful relations” and “reinforce mutual understanding and friendship” between European citizens.

Under the terms of the program — which provides funding of up to €25,000 ($29,000) — the scheme should be accessible to all European citizens, without any form of discrimination.

Commission spokesman Adalbert Jahnz said: “Six applications have been rejected because the answer given by the legal representative of the project did not provide the evaluation committee with sufficient assurance that the project would be in line with those objectives and general features.”

Jahnz told CNN he was “not at liberty” to identify the rejected applications, adding: “We do not disclose the applicants who were rejected to get EU funds, this is a really a principle of equality of treatment that is at the heart of our selection processes.”

In a statement on Twitter, European Commission President Ursula von der Leyen said: “Our treaties in Europe ensure that every person in Europe is free to be who they are, live where they like, love who they want and aim as high as they want. I will continue to push for a #UnionOfEquality.”

In March, the International Observatory of Human Rights said one-third of Polish towns had declared themselves “free from LGBTI ideology” since 2019.

While Polish attitudes toward homosexuality are slowly progressing, same-sex marriage is not legal and the overwhelmingly Catholic country remains one of the most conservative and restrictive in Europe for LGBTQ people.

Earlier this month a city in the Netherlands severed ties with its sister city in Poland after the latter declared itself an “LGBT-free zone.”

Nieuwegein, a city near Utrecht in central Netherlands, released a statement announcing the immediate end to its friendly relationship with the Polish city of Pulawy.

The Nieuwegein City Council called on the municipal executive council to sever ties on July 13 after becoming aware of recent reports on the treatment of members of the LGBT community in Pulawy.

CNN has attempted to contact local authorities in Pulawy for comment.

'The Jet Doesn't Care:' 1st Female F-35 Demo Pilot Says She's Focused on Excellence - Military.com

Capt. Kristin "Beo" Wolfe, the new face of the U.S. Air Force's F-35 Joint Strike Fighter demonstration team, is "used to" being outnumbered as a female pilot.

Wolfe, of the 388th Fighter Wing at Hill Air Force Base, Utah, has served in the Air Force for nearly a decade. But now, as the first woman ever to hold her job, she knows there’s an additional expectation to perform with superiority and excellence.

"A lot of people have [misconceptions] still about either females flying or females being fighter pilots, all the way from little kids … to adults," she said in a recent interview with Military.com. "So that's probably the most important part, is that they get to see it … for them to see that anything's possible."

At the same time, she said, "the jet doesn't care if you're a male or female."

While modest about her achievement, Wolfe, whose call sign "Beo" stands for an acronym she didn't wish to disclose, is part of an exclusive community of military women who fly the Pentagon's premier -- and most expensive -- stealth jet.

There are 11 active-duty female F-35A pilots as of earlier this month, according to the Air Force. By comparison, there are 286 active-duty male pilots flying the F-35 in the service.

The other military branches have even fewer female F-35 pilots. The Navy currently has two female F-35C pilots -- one is an instructor at the Strike Fighter Squadron 125, and the other is an F-35C weapons school instructor, Naval Air Forces said in a recent email.

The Marine Corps has three female pilots currently flying the F-35. One full-time aviator and a student pilot fly the F-35B, while another student in the training pipeline flies the F-35C, according to service spokesman Capt Joseph Butterfield.

"In the military, females are outnumbered in general," said Wolfe, a military brat whose father was an F-15C Eagle pilot. "It just gets narrower and narrower as you get into the pilot community and then the fighter pilot community.

"[But] my only mission as a demo pilot is for us to just get on the road to show off the F-35," she added.

Wolfe admits that it has not been the easiest task, with many air shows canceled amid the novel coronavirus pandemic. Still, she is taking to the skies more often at Hill to get her flight hours in, and helping out with instructing where she can.

A former F-22 Raptor pilot, Wolfe can use her skillset flying for audiences at air shows or for an overseas deployment.

"The biggest difference is just my focus," she said.

Wolfe flies a combat-ready fifth-generation jet even as a demo pilot. "It's not stripped down. It could completely go to war the next week if we want it to," she said.

The demo show typically simulates how the F-35 can perform in combat. "That's kind of the message we try to share with everybody," she said.

Wolfe has an earlier milestone under her belt: She was part of the Air Force's first squadron to deploy the F-35A to the Pacific in 2017.

"We're sitting at Kadena ... getting intel updates and daily statuses of anything in this theater, [like] if North Korea is doing something," Wolfe said about the rotation to the air base in Okinawa. "It was huge, for not only the F-35, but for the 34th Fighter Squadron, which ... was the first operational Air Force Squadron that we had" at Hill.

The unit flew alongside the Marine Corps' F-35Bs operating out of Marine Corps Air Station Iwakuni, Japan.

"To declare that we finally had enough pilots to fill the squadron and fly the jets out there and operate for six months was really kind of a testament to how quickly we got the squadron up and running and ready, and we were out the door," she said.

As for her future, it hasn't been decided whether she'll go to a training unit or a combat-ready unit following the 2020-21 demo team season. As the service builds its ranks of female pilots, Wolfe said she'd like to see one at her next rotation -- but it's not something she expects.

"I was the only female in my squadron for three years at Langley [Air Force Base, Virginia], and then the only one here for a couple years," she said. There are currently five women flying the F-35 at Hill, she added.

There's been slow but steady progress for women to see combat in the jet. Last month, Capt. Emily "Banzai" Thompson, also of the 388th, became the first woman to fly the F-35A Lightning II in combat in the Middle East.

"If we only make up less than 4% of the community, then that's going to happen, but it's definitely not going to happen pretty quickly," Wolfe said of breaking barriers in combat.

For now, she said she is just happy to be part of the growing F-35 community, both as an instructor and the demo lead.

"We tend to focus too much on the female aspect. I'm just lucky to be in this job," she said.

"We're concerned with having the best fighter pilots that we absolutely can go to war with, because at the end of the day, it's all you care about: Is your wingman competent? Can they save your life? Can you rely on them?"

SpaceX Crew Dragon Demo-2: How to watch NASA astronauts return to Earth - CNET

The SpaceX Crew Dragon Demo-2 mission has so far been smooth sailing for NASA's Commercial Crew Program. Astronauts Bob Behnken and Doug Hurley had a successful launch and ride to the International Space Station in late May. Now they're ready to come back down as early as this Sunday.

The return to Earth takes some time, and NASA will be there along the way with a livestream on NASA TV

Stormy weather at the potential splashdown sites in the Atlantic could complicate the schedule. "We're going to watch the weather very carefully. We have a series of sites and many days. If we don't undock on Saturday to come home on Sunday, we would move undocking to Monday," NASA Commercial Crew Program manager Steve Stich said in a statement on Wednesday.

While the timing details could change, NASA has set the following coverage schedule for the major milestones:

Saturday, Aug. 1:

  • ISS farewell ceremony coverage at 6:10 a.m. PT.
  • Undocking coverage starts at 2:15 p.m. PT ahead of the 4:34 p.m. departure.

Sunday, Aug. 2:

  • Splashdown in the Atlantic Ocean is targeted for 11:42 a.m. PT. 
  • Post-splashdown news conference set for 2 p.m. PT.

The reentry process is dramatic. "Crew Dragon will be traveling at orbital velocity prior to reentry, moving at approximately 17,500 miles per hour. The maximum temperature it will experience on reentry is approximately 3,500 degrees Fahrenheit," said NASA in a statement on July 24.

A SpaceX recovery vessel will meet Crew Dragon (which the astronauts named Endeavour) to collect the spacecraft and parachutes from the water. Endeavour will be hoisted onto the ship and Behnken and Hurley will be greeted by a medical team. 

There's a lot riding on a safe, uneventful return for Crew Dragon. "This is SpaceX's final test flight and is providing data on the performance of the Falcon 9 rocket, Crew Dragon spacecraft and ground systems, as well as in-orbit, docking, splashdown and recovery operations," NASA said in a release.

If Crew Dragon passes these final tests, then SpaceX will be able to provide regular, operational flights to the ISS starting later this year. And it would end NASA's reliance on Russian spacecraft for the first time since the shuttle era.

A tropical storm expected to form and head towards Florida is not deterring NASA and SpaceX from preparing to bring the Demo-2 crew back to Earth on Sunday. It will splash down on either the Atlantic or Gulf coasts of the state. The track of the storm, to be named Isaias, could threaten all seven potential Demo-2 splashdown sites. The storm will not affect the launch of NASA’s Mars Perseverance mission tomorrow morning.

NASA is in the midst of a particularly busy few days, with Perseverance scheduled for launch at 7:50 am ET tomorrow, and the return of Demo-2 on Sunday.

At the moment, both are proceeding apace. NASA TV coverage of the Perseverance launch begins at 7:00 am ET with an 80 percent chance of favorable weather.

The storm, currently referred to by the National Hurricane Center as “Potential Tropical Cyclone Nine” is still forming in the Caribbean, threatening the Virgin Islands and Puerto Rico tonight and then heading eastward. The National Hurricane Center says long-range track and intensity forecasts are more uncertain than usual because it does not yet have a well defined center, but the forecast map puts Florida in the crosshairs.

Compare that with the map of the seven potential splashdown sites for Demo-2 and the problem is obvious.

Nonetheless, NASA and SpaceX completed the Return to Earth Flight Readiness Review (FRR) today and decided to proceed with plans for the crew, Bob Behnken and Doug Hurley, to undock from the International Space Station (ISS) Saturday evening, with splashdown at 2:42 pm ET Sunday at one of those sites.

This particular Crew Dragon, named Endeavour, has more landing limitations than future versions and can only withstand modest wind and wave conditions. In addition, the crew will be helicoptered back to land from the recovery ship, adding more weather restrictions.  Among the criteria are winds less than 10 miles per hour, rain probability less than 25 percent, and no lightning within 10 miles.

At a press conference today, NASA and SpaceX officials offered glowing reviews of the mission so far.  Hurley and Behnken launched on May 30 and arrived at the ISS the next day. Since then they have been helping NASA astronaut Chris Cassidy.  Cassidy and Behnken performed four spacewalks to replace batteries and do other tasks on the outside of the ISS.  Cassidy has been aboard the ISS with two Russian colleagues, Anatoly Ivanishin and Ivan Vagner, since April.  They will remain until October, returning to Earth on the Russian Soyuz spacecraft that brought them there.

Demo-2 is the crewed test flight of SpaceX’s Crew Dragon, with the emphasis on test flight.  It is the last step for SpaceX to obtain certification from NASA that its commercial crew system is ready for operational flights.  Everything has been going so well it is easy to forget it is a test, but SpaceX and NASA repeatedly stress the mission is not over until Bob and Doug are back home with their families and this final phase — entry, descent and landing (EDL) — is one of the riskiest parts.

The next decision point is 48 hours before the scheduled undocking at 7:34 pm ET Saturday, but there are other opportunities to assess the weather before a final decision is made.  In fact, the crew could undock as planned and still wait for better weather if necessary.  Landing opportunities are about 48 hours apart and there are 3 days worth of supplies onboard, so there is plenty of margin to adjust to changing weather conditions.

Crew Dragon is the first U.S. human spacecraft to land in the water since Apollo. The space shuttle landed on runways like an airplane. Russia’s Soyuz lands on land, as will Boeing’s Starliner, the other U.S. commercial crew system in development.

SpaceX has considerable experience with water recoveries. The cargo version of Dragon, launched to ISS 20 times already, splashes down in the Pacific.

Crew Dragon will splash down in the Atlantic or the Gulf of Mexico, depending on weather. The spacecraft, with the crew still inside, will be hoisted onto the recovery ship. After being helped out and checked by medical experts, a helicopter will fly the crew to land.

NASA and SpaceX expect to spend about 6 weeks studying the spacecraft and combing through data before issuing the final certification for operational flights. Assuming all goes well, the first operational mission, Crew-1, will launch at the end of September, beginning a regular cadence of flights every six months ferrying crews of four back and forth.

The four Crew-1 astronauts are NASA’s Michael Hopkins, Vic Glover, and Shannon Walker, and Soichi Noguichi from the Japan Aerospace Exploration Agency (JAXA).

NASA just announced the next set, Crew-2, which will launch in the spring of 2021:  NASA’s Shane Kimbrough and Megan McArthur, JAXA’s Akihiko Hoshide, and the European Space Agency’s (ESA’s) Thomas Pesquet.  Fun fact: McArthur is married to Demo-2 astronaut Bob Behnken.

Halo Infinite's gameplay demo has been remade in Halo 5's Forge mode - Windows Central

During the official gameplay reveal for Halo Infinite, fans got a first look at the types of enviornments they'll get to explore in the final game. Expansive grasslands, horizons filled with massive cliffs and alien-like metallic pillars, and more were shown off.

One fan in particular, Alexander Henry, decided to give himself a challenge: he wanted to try and recreate what was shown in the gameplay demo in a playable 4v4 Halo 5: Guardians Forge map. Despite how difficult it often is to build a map from the ground up and make it enjoyable to play on and look at, he managed to achieve his goal.

Ultimately, what I find the most impressive about Henry's map (dubbed "Arrival"), is how shockingly good the attention to detail is for something made in such a short timeframe. I've done some Forging in my time and consider myself experienced at it, but it usually takes me weeks to achieve the look that I want with my map. The fact that Henry was able to create something so good-looking in less than two days is incredible.

I also love how close the map resembles what we see in the gameplay demo. Through creative use of the various Forge objects, Henry was able to recreate everything from the crashed Pelican to the large, looming tower in the background. He was even able to add in the ring structures scattered throughout the terrain as well, which really helps sell the Halo Infinite vibe.

Michael Schorr, Forge Lead Designer at 343 Industries, caught wind of Henry's map on Twitter and indicated that he enjoyed the map. This echoes the positive reception that the map has recieved from both fans and other Halo developers alike. If you'd like to download and play the map yourself, you can do so here.

The European Union has rejected grants under a twinning programme to six Polish cities because of their attitude to the LGBTQ community.

The announcement was confirmed on Twitter by the EU's Equality Commissioner, Helena Dalli.

"EU values and fundamental rights must be respected by member states and public authorities," Helena Dalli said on Tuesday.

“This is why six town twinning applications involving Polish authorities that adopted ‘LGBTI free zones’ or ‘family rights’ resolutions were rejected.”

It is unclear which towns have not been selected for grants.

The cities and municipalities had applied for a grant between €5,000 and €25,000 under the twinning programme of the Europe for Citizens project, which aims to stimulate debate and civic participation on EU policies.

Applications for 127 cities and projects — eight Polish beneficiaries — were selected by the EU for a total grant value of more than €2.3 million.

"The call for proposals for the twinning programme stipulates that it must be accessible to all European citizens without any form of discrimination on the basis of gender, ethnic origin, religion or belief, disability, age or sexual orientation," a Commission spokesman told AFP News Agency on Wednesday.

Those applications that were rejected on the basis of not being in line with the programme's objectives of "equal access and non-discrimination".

Poland's Minister of Justice, Zbigniew Ziobro, has condemned the EU's decision, saying his country will defend the rule of law.

"We will not allow discrimination of Polish citizens and local governments by the European Union," Ziobro said on Facebook.

"The Union must respect the equality of all its citizens, who have the right to form their opinions and beliefs freely."

In 2019, 80 municipalities in Poland declared themselves "free of LGBT ideology", supported by local politicians associated with the ruling Conservative Law and Justice party.

The European Parliament condemned the move from Poland and called for increased monitoring of the use of EU funds.

Meanwhile, in February, French councillors in Saint-Jean-de-Braye announced that they would be ending "official relations" with the town of Tuchów over anti-LGBTQ sentiments.

"France is committed to combating human rights violations based on sexual orientation," the council said in a statement.

"We cannot accept that the ties that unite our two cities through an oath of twinning should be tainted.

"We reaffirm that human rights must apply without discrimination to every human being, regardless of sexual orientation or gender identity."

The Governor’s School for Entrepreneurs’ (GSE) three-week summer program will culminate Aug. 1 with a first-ever virtual Demo Day.

From 10 a.m. to 1 p.m., high school teams will pitch business ideas to a panel of judges to win cash prizes to continue their ventures. “I want to encourage everyone to support our entrepreneurs by watching Demo Day online Saturday,” said Gov. Andy Beshear. “This year, students learned about what it takes to launch a business idea during extraordinary times – a once in a 100-year pandemic. This is the world our students will be entering when they join the workforce, so GSE is an excellent incubator for Kentucky’s future movers and shakers. I commend each student on their GSE achievements.”

GSE, a partner of the Kentucky Education and Workforce Development Cabinet (EWDC), normally runs a three-week residential summer program at Northern Kentucky University. However, because of the COVID-19 pandemic, GSE started July 12 as a hybrid program, with small groups of students meeting twice a week in-person and three times a week online. A week after it started, GSE2020 switched to a completely virtual experience.

“As a teacher, I am so proud of how our entrepreneurs have rolled with the punches with such enthusiasm,” said Lt. Gov. Jacqueline Coleman. “We keep saying that these are unprecedented times and that we don’t have a map to follow, but our young entrepreneurs are the ones who will blaze the path for our economy and give us a North Star to follow in the future, because of their current experiences. After going through GSE during the COVID-19 pandemic, they won’t be afraid to try and fail and get up and try again in the future.”

During GSE2020, 72 high school students from across Kentucky worked in 18 teams of four to develop a business model, design a prototype and pitch their startups to a panel of judges. The students were chosen from about 300 applicants. GSE teaches the opportunities, benefits and pitfalls of taking a business concept from the idea phase to pitching it to potential investors. The students gain valuable insight from leading innovators on how to take a business concept from the idea phase to making it a reality.

“COVID-19 has brought new challenges for all of us, but as entrepreneurs, we love challenges. We also know that entrepreneurs are needed now more than ever before,” said Natasha Sams, GSE’s executive director. “We have been working hard to rethink our approach and push boundaries on what is possible while keeping our students safe. We are so appreciative of our statewide partners who jumped at the idea to help us pivot and allow our entrepreneurs to work in small groups to enhance our sessions. I think we have developed a unique experience for all, and this nimble model represents a great example of the power of collaboration.”

The following innovation centers and maker-spaces from across the commonwealth worked with GSE students and advisors during GSE2020:

I can’t wait to see the output on Demo Day.”

GSE is a relative newcomer on the list of Kentucky’s Governor’s Schools, having started with its first group of students in 2013. Since then, GSE has given more than 400 talented teens the entrepreneurial experience of a lifetime. Since 2013, 10 new businesses have been launched by GSE entrepreneurs. Others have filed for multiple patents and developed new ideas and relationships that sow the seeds for more business formation.

“We’re living through highly unusual times, but like any strong, resilient organization we see this as both an opportunity and a welcomed challenge,” said Koleman Karleski, GSE board chair. “If there were ever a program designed to adapt to change through innovation, it is the Governor’s School for Entrepreneurs.”

GSE2020 was made possible because of strong partnerships with entities like the EWDC, the Kentucky Cabinet for Economic Development and numerous public and private supporters, like Toyota (TMMK), the Marksbury Family Foundation and the Parker Family Fund. GSE is free for selected entrepreneurs. Alumni of GSE gain access to a host of scholarship opportunities, totaling more than $2.7 million each year, to colleges and universities in Kentucky.

“When I found out GSE was going to be virtual, I couldn’t have been more upset. My biggest fear was that I wouldn’t be able to meet anyone and it would feel like I’m sitting at my computer all day long. Oh, how I was wrong,” said GSE participant and Edgewood resident Paige Neuhaus, a student at Notre Dame Academy in Park Hills. “The first few days we were all somewhat shy, since we were just names behind a computer screen, but then we connected through team time and chatted with each other through social media. By the end of just the first week, I felt like I had 71 new best friends who I hadn’t even met yet.

“Every morning when I logged in, I felt like I wasn’t just sitting behind a computer screen. I felt like I was entering a new world of positivity, hope and opportunity. This was something I thought I could never feel, especially during these times. However, GSE has made it possible.”

Philadelphia cops arrest six accused of vandalizing state cruisers - New York Post

Police in Philadelphia have arrested six people who allegedly damaged state police cruisers during rioting on May 30.

Protests over the death of George Floyd cropped up nationwide that weekend. Although the majority were peaceful, some devolved into rioting and outbreaks of violence — including in Philadelphia, where Mayor James Kenney enacted am 8 p.m. curfew. Days later, he moved it to 6 p.m.

The suspects, five men and one juvenile, allegedly battered two state police vehicles with hammers, bike locks and other objects during the demonstrations at the intersection of Vine and Broad streets, Fox 29 Philadelphia reported.

They’re also accused of stealing equipment from the vandalized vehicles.

The suspects are now all in custody after police nabbed four of them while serving a warrant on Wednesday morning, according to the report.

Authorities identified the five adult suspects as Luke Cossman and Steven Anderson, of Levittown, Sammy Rivera and Francisco Reyes, of Philadelphia, and William Besaw, of Montgomery County. The minor’s identity was not released.

Floyd was killed in Minneapolis police custody on May 25. The four officers involved in his death have since been fired and face a slew of charges.

Protests that began as peaceful assemblies condemning police brutality and racism spiraled out of control at times. Philadelphia saw stores looted, city police vehicles torched and statues of controversial figures, including one of former mayor and police commissioner Frank Rizzo, defaced.

And more than a dozen officers were injured on May 30 alone, according to the Philadelphia Police Department — including a bike cop who broke his arm when a vehicle full of suspected looters allegedly ran him over.

The city and numerous police officers were hit with two lawsuits earlier this month over the use of tear gas, rubber bullets and “harmful munitions” against peaceful demonstrators. “Through their use of tear gas and other harmful devices, and their positioning of personnel, officers closed off exit points, pinning hundreds of demonstrators onto a steep grassy, fenced-in embankment on the north side of the highway,” the lawsuit concerning a June 1 demonstration on I-676 reads.

“As demonstrators were trapped on that embankment, officers continued to fire tear gas canisters and other harmful munitions at them, leaving them trapped in a suffocating cloud of smoke and gas,” according to the lawsuit.

Separately, police in the city are on the hunt for an unidentified White male suspect who allegedly lit four of the department’s own police vehicles on fire early Monday morning. They had all been parked in different neighborhoods.

The city’s police officers have been instructed not to leave their cruisers unattended, according to Fox 29.

On Thursday, July 30 at Chicamacomico Life-Saving Station, two special events will take place at 2 p.m.

The station hosts the regularly scheduled Breeches Buoy Re-enactment Drill, a real life demonstration of what happened numerous times on March 24, 1891.

On that 1891 date, the schooner-rigged screw steamer Strathairly went aground about a mile and a quarter from the Chicamacomico station. After dense fog cleared, rough seas ruled out rescue by boat and forced the surfmen from Chicamacomico, Gull Shoal and New Inlet to repeatedly fire off the Lyle gun sometimes missing the stricken ship with the life-saving line. When the projectile did hit the ship, exhausted crew members pulled at it, but the line repeatedly broke.

The Annual Report of the Operations of the United States Life-Saving Service for the fiscal year ending June 30, 1891 states: “The most disastrous wreck of the year was that of the steamship Strathairly, of Newcastle, England, which occurred on March 24, 1891, a mile and a quarter south of the [Chicamacomico] Station (6th District), coast of North Carolina. Of her crew of 26 men, 19 were lost and but 7 were saved.”

On Thursday, July 30, 2020, the ship’s bell from the Strathairly will be donated to Chicamacomico Historical Association by Glenn and Pam Love and family from Charlotte.

The address of Chicamacomico Life-Saving Station is 23645 NC 12 in Rodanthe. The station is open through Thanksgiving weekend. Admission to the site is $8 general admission, $7 for seniors and students, $6 for youth (4 to 17 years old) and under 4 years of age, free.

Indiana Fever end six-game losing streak vs. Phoenix Mercury - AZCentral

One constant for the Phoenix Mercury over the last three seasons is that they could count on beating the Indiana Fever, either to end a losing streak or extend their winning.

That seeming inevitability ended Wednesday when the Fever held off the Mercury 106-100 at IMG Academy in Bradenton, Florida.

It was at least partial payback for Indiana, which had lost six straight and nine of the last 10 to Phoenix including three games by an average of 15.6 points last year.

This time, though, the Mercury fell into double-digit holes in the second and third quarters before taking a five-point lead early in the fourth.

Indiana, under new coach Marianne Stanley, could have folded and probably would have in the recent past. Instead, the Fever quickly regained the lead, stretched it to nine with 2:19 left and won 106-100 in a game between teams that suffered one-sided losses in their season openers last week.

Now it’s the Mercury at 0-2 in a 22-game regular season under intense pressure to win Friday against Las Vegas to keep from falling into a steep hole in a short season.

“I don’t think I would be too disappointed yet,” said guard Bria Hartley, who tied her career scoring high with 26 points in 25 minutes off the bench. “We can fight through some adversity. We’ve got to keep working to get better every day and hopefully we can string some wins.

“We’ve just got to make sure we’re building and get in the playoffs, and we’ve got to be playing our best basketball when it comes to the end of the season. We don’t need to be playing our best basketball right now.”

Second team outplays first 

What the Mercury can’t be doing is giving up 102.5 points per game as they have against Los Angeles and Indiana.

The Fever shot 51.4 percent, made nine 3-pointers and 25-of-27 free throws with four players scoring 18-24 points.

“We just over-helped when we didn’t need to,” said Mercury coach Sandy Brondello, perhaps in overreaction to a 99-76 loss to LA on July 25. “We gave them some really easy looks, baseline penetration, BG (Brittney Griner) would help and they’d pass it to (Teaira) McCowan.

“Our second unit was way better than our first unit. That first unit’s got to find a way to play better defense.”

Fever veteran forward Candice Dupree had her way with second-year Brianna Turner in the first quarter, scoring 11 of her 23 points. Kelsey Mitchell made three of her four 3-pointers in the second quarter on the way to 18. Tiffany Mitchell had a big second half for an Indiana high of 24, and 6-7 McCowan showed immense improvement going against 6-9 Griner for a double-double (20 points/13 rebounds).

McCowan’s tip-in, three-point play and 7-footer in the final four minutes largely iced the win.

The Mercury got back within 102-100 with 13.6 seconds left before Tiffany Mitchell made two free throws and Hartley missed a pair. Phoenix missed 10 free throws, going 23-of-33.

Griner improves in game 2

Indiana dominated on the boards even more than the final 38-28 margin.

The Mercury had just eight turnovers, down from 27 against LA.

In addition to Hartley’s 26, Griner scored 23, up from eight vs. the Spars.

“The moves felt good,” Griner said. “When I shot the ball, everything felt more slow, but I left too many empty shots out there. I blew a lot of shots I normally always make. I’ve got to be a little more focused. If I would have finished half those shots, it would have been a different ballgame.”

Griner was 11-of-22 shooting and came close to her 26.1 scoring average in the previous eight games vs. Indiana.

Guard Diana Taurasi took just five shots, making one, and scored six points, all in the first quarter.

Shatori Kimbrough-Walker started at small forward ahead of Nia Coffey but played just 11 minutes with four points.

Second-year forward Alanna Smith had perhaps the best game of her young career with 14 points and seven rebounds in 20 minutes. She missed much of last season due to injury.

“I went back with my starters, maybe I should have stayed with my bench,” Brondello said. “They gave us really great energy. Bria obviously had a great game. She’s not only our best scorer and creator, but she’s our best defender on the ball. We’re asking a lot of her so we need others to step up and help her.”

Mercury drop four spots in power poll

The Mercury dropped four places to No. 7 in this week's Associated Press WNBA power poll, which included results from the opening weekend but not Tuesday.

Seattle and Los Angeles remained first and second followed by Washington, Chicago, Minnesota and Las Vegas ahead of the Mercury. 

Connecticut was No. 8 followed by Atlanta, Dallas, New York and Indiana.

The Mercury face Las Vegas on Friday and will continue playing every other day through Aug. 16. The Aces (0-1) played Wednesday night vs. Atlanta. They lost their opener 88-86 to Chicago. Las Vegas is without star center Liz Cambage (medical exemption) and injured guard Kelsey Plum and has added forward Angel McCoughtry. The Aces had a 2-1 series edge in 2019.

Coronavirus: 439 new cases and six new deaths reported in Orange County as of July 29 - OCRegister

The Orange County Health Care Agency  reported 439 new cases of the coronavirus as of Wednesday, July 29.

But for the third day in a row, county officials posted a note on social media that it was “experiencing an issue processing electronic reports from some labs. As a result, there are reduced tests and cases reported due to the delay with receiving these reports.” It said the issue is on the state’s end.

The cumulative total number of positive cases for Orange County is at least 35,272 since local testing began in March. County officials recently clarified that they may have tested an individual multiple times, but if positive, they are reported as only one case, even if they have duplicate positive test results.

It is estimated that more than half of the cases, or 21,926 as of Wednesday, have recovered. The count of people who have recovered is based on the prior 28-day cumulative case count.

There were six new deaths reported in Orange County on Wednesday, bringing the total number of residents who have died to 587.

The data on deaths in the county is compiled from death certificates or gathered through the course of case investigation and can take weeks to process, officials say. The most recent reported death was July 26.

Of the 587 deaths, 255 were skilled nursing facility residents, 21 were in assisted living facilities and one was listed as homeless.

The state’s coronavirus dashboard reports there have been 148 deaths in Orange County in the last 14 days.

Countywide, 404,790 tests for the coronavirus have been reported as given since testing began, with data through July 28. There were 5,366 daily tests reported in the update on Wednesday.

The state listed an 7.6% test positivity rate for the county, with 104,589 tests given in the last two weeks.

According to the California Department of Health, there have been 7,917 new cases of COVID-19 in Orange County in the last 14 days.

The state agency also reports 707 hospitalized patients in the last 14 days (suspected and positive) in 33 hospitals across the county as of Wednesday. This is a decrease of 12.6% since 14 days ago.

The county’s hospitalizations were listed as 626, the lowest total since July 5. There were 204 people in ICUs, which has held steady in the low 200s since early July.

The state’s coronavirus-tracking dashboard shows Orange County had at least 37% of its ICU beds available on Wednesday.

The county’s breakdown of deaths by age is as follows:

  • 85 and older: 32% (186)
  • 75-84: 23% (137)
  • 65-74: 18% (108)
  • 55-64: 13% (74)
  • 45-54: 9% (52)
  • 35-44: 3% (18)
  • 25-34: 1.6% (9)
  • 18-24: <1% (2)
  • 17 and younger: 0%

Data posted each day is preliminary and subject to change, officials emphasize. More information may become available as individual case investigations are completed.
